Should I tell him i like him or wait?

I like this guy who flirts with me alot and it seems like he likes me and theres a sadie hawkins dance coming up. Should i tell him i like him or ask him to the dance and how should tell him over text or in person. And if i dont tell him i like him how should i ask him to the dance as a friend so i dont seem desperate?
