Is China waging a secret war with the U.S. with the goods they send to our shores?

It's no secret that the Chinese have been making attempt after attempt to hack our military computers and possibly even our energy infrastructure, but with all of the tainted goods that they are sending to our country...are they knowingly waging a secret war against us with their toxic goods? Should our govt. make more thorough inspections of said goods or just place an embargo on them like with Cuba? Maybe they are too afraid that the Chinese will not continue to buy up American debt...what do you think?
