What do you think of this article on the U.S. manufacturing Haiti's earthquake using Tessla technology?

I don't know much about the possibility of using technology to generate "natural" disasters, but I do suspect that the US will be all over Haiti for awhile to get to that oil, whether the government of Haiti likes it or not.
